MCC Counselling

MCC counselling refers to the online seat allotment process managed by the Medical Counselling Committee for medical and dental courses in India. It allocates seats for undergraduate (MBBS, BDS, B.Sc. Nursing) and postgraduate (MD, MS, DM, M.Ch) programs based on ranks obtained in national entrance exams like NEET.

About Medical Counselling Committee (MCC) 

In compliance with the Hon'ble Supreme Court of India's orders dated 23/03/2012 (I.A. No. 16/2012, Civil Appeal No. 1944/1993 – Anand S. Biji vs. State of Kerala & Ors.) and 09/05/2017 (Writ Petition (C) No. 267/2017 – Dar-Us-Salam Educational Trust & Ors. vs. MCI & Ors.), the Directorate General of Health Services (Ministry of Health and Family Welfare) has been entrusted with the responsibility of conducting online counseling for 15% AIQ seats in UG courses, 50% AIQ seats in PG courses, and 100% seats in super-specialty courses (DM/MCh). This responsibility is discharged in accordance with various NMC gazette notifications, court orders, and MoHFW notifications.

Roles & Responsibilities of MCC:

The Medical Counselling Committee (MCC) functions under the Directorate General of Health Services (DGHS). Its main task is to facilitate centralised online seat allotment for medical and dental courses based on NEET scores. The following roles and responsibilities have been assigned to the MCC of the DGHS:

+ Maintenance of the official website of MCC, DGHS,

+ Finalisation of counselling procedure & schedule,

+ Coordination with the concerned agencies for counselling against State/UT quota seats,

+ Matters including court cases transferred to MCC.

+ Any other task(s) related to counselling & allocation of seats against AIQ, etc.

+ Finalisation of counselling centres & making necessary arrangements at the counselling centres, if applicable.

+ Fixation of counselling fees & deposits, if any.

+ Distribution & collection of forms.

+ Work relating to audit of funds to be placed under its disposal. 

Types of Counselling Conducted by MCC:

The Medical Counselling Committee (MCC) of the Directorate General of Health Services (DGHS) conducts online allotment and counselling processes for NEET UG, PG, and Super Speciality (SS) courses:

MCC NEET UG Counselling: 

The Medical Counselling Committee (MCC) conducts the online counselling process for the allotment of undergraduate medical (MBBS) and dental (BDS) seats across India. This process comprises four main rounds: Round 1, Round 2, Round 3, and the online Stray Vacancy Round. The MCC manages counselling for the following institutional quotas:

> 15% All India Quota seats in all government medical colleges for MBBS/ BDS Seats of States (participation of the Union Territory of J&K is subject to their contribution of seats),

> 100% MBBS/ BDS Seats of BHU, AMU and Deemed Universities

> 100% MBBS Seats of AIIMS across India,

> 100% JIPMER seats (Puducherry/ Karaikal),

> 85% of State Quota seats of DU/ I.P University (VMMC/ ABVIMS/ESIC Dental),

> 100% -Faculty of Dentistry (Jamia Millia Islamia) along with 5% internal Quota of Jamia students

> 15% IP quota seats of Employee State Insurance Corporation (ESIC).

MCC NEET PG Counselling:

The Medical Counselling Committee (MCC), under the Directorate General of Health Services (DGHS), conducts the centralised online admission process for postgraduate medical education in India. Eligible candidates use this platform to secure seats for MD, MS, Diploma, and MDS courses at national-level institutions.

MCC will conduct counselling for the following Institutions/Universities:

> 50% of All India Quota seats across all states (participation of the Union Territory of J&K is subject to its contribution of seats).

> 100% seats (All India Quota seats + Institutional Quota seats) of Central Universities (Aligarh Muslim University/ Banaras Hindu University/ University of Delhi/ Central Institutes), as per the eligibility conditions mentioned in the Important Questions related to the Scheme of Counselling, duly uploaded on the MCC website.

> 100% seats of Deemed Universities.

> 50% AIQ P.G seats of colleges under Employee State Insurance Corporation (wards of ESIC insured persons).

> All P.G seats of Armed Forces Medical Services Institutions (only Registration part).

> Central universities, VMMC & Safdarjung Hospital, ABVIMS & RML Hospital and Employees' State Insurance Corporation (ESIC) Institute, PGIMSR, Basaidarapur(50% All India Quota seats and 50% seats of I.P University).
